PRB goes into alternative campaigning
He is still the Mayor of Baguio until June 30, 2010. As such, he has to continue doing his job as the chief executive even at the height of the campaign period when all the candidates are doing their rounds.

Honorable Mayor Peter Rey Bautista had been continuously doing his job as the city’s chief executive being unable to go around the different barangays to shake the people’s hands to seek support for his congressional race.

From the start of the campaign, he has commissioned a group to make his audio visual presentation with him talking about his platforms, explaining to the people what had been accomplished during his term in office as the mayor of Baguio.


In his video presentation, he talked about the waste problem of the city which he said had been left unattended during the previous administration.

The solid waste management act or Republic Act 9003 was passed by the Philippine congress in 2001. The implementing rules was formalized in 2002. In 2003, the solid waste management board of the city was created with the members appointed into office by then mayor Bernardo Vergara with him as chairman of the board. Dr. Reynaldo Bautista Sr who was co-chairman of Alay sa Kalinisan and President of the Jaime V. Ongpin Foundation was among those appointed to seat in the board. The city’s solid waste board however never convened to make any plans to address the garbage of Baguio which was a mandatory action under RA 9003. In 2005, the city government was given an order by the Department of Environment to close the open dumpsite as dictated by law. Still, no actions were done. In the last quarter of 2006 when Peter Rey, who was then vice-mayor sat as acting mayor after the suspension in office of then mayor Braulio Yaranon convened for the first time the solid waste management board of the city. The 10-year solid waste management plan was then crafted by the board which commenced the programs that the city is implementing at present.

From 2007 until the present, various programs have been implemented based on the 10-year plan. The closure of the Irisan dumpsite and its conversion as a controlled dumpsite is part of the 3-plan plan under the program of work of the ten-year solid waste management plan of Baguio. It was only actually during the term of Mayor Peter Rey Bautista, which was five years after the national law was passed that the city of Baguio had concrete plans and acted on the solid waste problem of the city.

Bautista said that there are a lot of problems that the city government has to face on a daily basis and to use government time will be at the loss of the people of Baguio.

He added, his time is government time and should be devoted as such and not for personal use, “I have to work and should not consume my time for my personal use because I am still committed to perform my duties to the city of Baguio as mayor until June 30.”

He explained that while he wants to come out, go around the different barangays and knock on the doors of the houses, it would consume all his time and would be unable to dispose of his duties at the prejudice of the people of Baguio and the Government.

Mayor Peter Rey also explained that while he is not around, his parents and family represents him, helps him out and answers the queries of the residents in the different caucuses scheduled.

Prior to the start of the campaign, the Bautista family had been provided with the documents showing the actual accomplishments and documents pertaining to what the city and mayor Peter Rey had been doing as programs of the city government for the people of Baguio, providing them with the necessary information that would allow them to answer queries based on official documents and not heresay information. –prb release
